Yes. The SA Schools Act requires parents to register their children for education at home.
In practice however, many officials at provincial departments have a limited understanding of home education and often require parents to meet all sorts of requirements that are not stipulated by the law. As a result more than 95% of homeschooling parents do not register with the department. The registration conditions are also inconsistent with the constitution.
🌿 Homeschooling under BELA: Get clarity before you decide
Section 51 of the BELA Act — which governs home education — raises important concerns for homeschooling families. Because it treats families like schools, it is not consistent with the Constitution, which protects parents’ freedom to guide and direct their children’s education.
While the Act remains in force, parents can’t wait for departments to adjust course. For some families, especially those facing outside pressure, the practical benefits of registration may outweigh disadvantages.
